[ARCHIVED] CCP & POSTR Plan

POSTR-
This will be the first (POSTR) Plan for the Town of Snowmass Village Parks, Recreation & Trails since the formation of the Department in 2006. The Town Council has determined that a comprehensive (POSTR) Plan is essential for developing clear goals and objectives that will act as a guiding document for the Parks, Recreation & Trails Department.

The primary goal of this (POSTR) Plan is to be a long-range planning and implementation document to guide the future development of the parks, open space, recreation, and trails system within the Town. With this Master Plan, Town leaders and staff will be able to administer resources and understand the community’s priorities when acquiring park and open space parcels, creating new indoor and outdoor recreation amenities, new trails, preserving and improving existing indoor and outdoor facilities. This Master Plan will act as a roadmap to enable the Parks, Recreation & Trails Department to continue its mission to: “provide safe, expertly managed recreation programs and facilities that promote community cohesion, physical fitness, as well as family and individual well-being.”

CCP-
This plan will identify and promote bicycle, pedestrian and bus access for residents and guests to the different nodes throughout Town, connecting the local & regional trail system, schools, transit facilities, employment, shopping, parks and cultural amenities. The plan should provide connectivity to the existing bike, pedestrian and bus systems in adjacent communities. Compliance with Americans with Disabilities requirements will be a major challenge given the topography in the community. Town Council’s goal (adopted March 15,2015): TAKE THE NECESSARY STEPS TO IMPROVE THE OVERALL CONNECTIVITY OF THE COMMUNITY.
While there are many needs and approaches to improving community connectivity, the highest priority should go to improving pedestrian connections across Brush Creek Rd.
Identify opportunities for both hard surface and soft surface trails to improve connectivity
Understanding our multi-nodal community, identify opportunities to invest in infrastructure such as transit solutions, bridges, underpasses, sidewalks, the skittles, improved parking or other ideas that can better connect the commercial nodes and residential areas.

The intent of this project is to create a Community Connectivity Plan that will guide planning, development and management of existing and future bus, bicycle, pedestrian and all multi-modal connections within the Town of Snowmass Village. The consultant will identify and map the existing bike, pedestrian, bus networks and public parking areas; gather information from the public and Town staff through survey and or town hall meetings; prepare Draft and Final plans for comment and identify and prioritize future improvements to existing sidewalks, roadways bus stops and public parking areas. These improvements may include items such as lane restriping, signage/way finding, pavement markings, sidewalk widening, sidewalk construction, bike lane construction, bike rack on bus installation, bike rack at bus stop installation, proposal of alternative bus routes, lighting, new trail access points and other safety and road-sharing enhancements.
